Le chrétien-démocrate Friedrich Merz, qui pourrait devenir le prochain chancelier allemand à l’issue des élections qui se tiendront en février, défend les intérêts des exportateurs de son pays et souhaite que l’Union européenne aille plus vite pour booster le commerce. Dans un discours de campagne jeudi, il a appelé Bruxelles à conclure des deals uniquement de l’UE, qui pourraient être accélérés et ne passeraient pas par une ratification des 27 Etats membres.

Merz s’est aussi ouvertement exprimé sur la meilleure façon d’éviter une guerre commerciale avec les Etats-Unis. Il appelle à la reprise des négociations sur un accord de libre-échange transatlantique qui a échoué il y a près de dix ans.

Cela ne sera pas du goût d’Emmanuel Macron qui, au cours de l’année écoulée, a été politiquement affaibli par des défaites électorales et a présidé quatre gouvernements différents. Si le chef de l’Etat n’a pas de majorité stable au sein du Parlement, les élus français sont au moins unanimes sur un point : leur opposition au libre-échange.

Ce qui ramène von der Leyen et Šefčovič au plus grand défi commercial auquel ils seront confrontés : les droits de douane de Trump — lorsqu’ils se matérialiseront enfin.

João Vale de Almeida, ancien ambassadeur de l’Union européenne à Washington, a quelques conseils à donner sur la manière de gérer le locataire de la Maison-Blanche.

“Nous devons nous engager très tôt, mais sans être dans le besoin. Nous ne devons pas être demandeurs”, a-t-il suggéré lors d’une table ronde organisée par le European Policy Centre, un think tank bruxellois. “Nous avons besoin d’un programme à la fois offensif et défensif.”
