Après la large victoire des formations de droite aux élections européennes de juin dernier, la Commission européenne a troqué l’écologie contre la compétitivité. La première grande initiative de son nouveau mandat, la “boussole pour la compétitivité”, va d’ailleurs dans ce sens. La lutte contre la désindustrialisation est désormais la priorité.

Le Parlement européen suit le même chemin. Et aucun groupe n’a changé aussi radicalement de cap que celui de centre droit, le Parti populaire européen (PPE) — la famille politique de la présidente de la Commission, Ursula von der Leyen, et le bloc le plus important tant au Parlement que parmi les dirigeants nationaux de l’UE.

Le soutien du PPE, que ce soit au Parlement ou au sein des gouvernements du Vieux Continent, a été essentiel pour faire passer la législation sur le climat au cours des cinq dernières années. Mais le parti s’en prend aujourd’hui à certaines des règles qu’il a contribué à faire adopter.

Certains membres du PPE, en particulier ceux d’Europe centrale et orientale, ont longtemps critiqué le Pacte vert pour son caractère trop ambitieux. Mais ces jours-ci, ce sont ceux d’Europe de l’Ouest — en particulier les Allemands — qui se joignent au mouvement, en mettant en avant les plaintes de l’industrie.

Un tournant a eu lieu le mois dernier lors d’une réunion des dirigeants nationaux du PPE à Berlin. Des représentants de la CDU allemande — qui sont en passe de prendre le pouvoir après les élections fédérales anticipées du 23 février — ont distribué une déclaration engageant le groupe à assouplir considérablement plusieurs piliers du Pacte vert, allant des objectifs en matière d’énergie renouvelable à la taxe carbone aux frontières.

Les dirigeants ont accepté le document allemand sans broncher, selon un diplomate européen présent dans la salle et qui n’était pas autorisé à parler publiquement de la réunion privée. Y compris Ursula von der Leyen, pour qui le Pacte vert est un héritage essentiel.
